Does Arizona law expressly name online sweepstakes casinos?
Section 13-3301 does not use that phrase. Arizona's record combines general gambling definitions with Department of Gaming enforcement against named sweepstakes operators, so the product mechanics and the source of the classification both matter.
What the law says
Arizona Revised Statutes section 13-3301 defines gambling around risking or giving something of value for an opportunity to obtain a benefit from chance, skill, or a future contingent event. The same section recognizes specified exceptions, including bona fide business transactions and regulated fantasy sports, but it does not use the phrase "sweepstakes casino." Section 13-3303 separately addresses promoting gambling for a benefit and lists amusement, regulated, and social-gambling exceptions.
How it applies to dual-currency casinos
The enforcement record matters alongside those definitions. An indexed June 27, 2025 Arizona Department of Gaming release placed Stake.US in its sweepstakes category and alleged violations of Arizona gambling laws. Direct retrieval of the official PDF returned an access restriction during our August 23, 2026 review, so this page does not present it as independently downloaded evidence. The release records the agency's position toward a named operator; it is not a court ruling that every free-entry or dual-currency design has the same result.
Enforcement on file
The indexed official source is a June 27, 2025 Department of Gaming release naming Stake.US in a sweepstakes cease-and-desist category. Direct retrieval returned an access restriction during review. The release is operator-specific agency action, not a statewide judicial classification of every dual-currency design.
Still unresolved
The open Arizona question is whether a particular free-entry and dual-currency structure supplies the value, chance, and benefit elements while falling outside the listed statutory exceptions.
